From 24 May 2025 onward, applications go through the online portal Orken. otbasybank.kz ("Orken," run by Otbasy Bank's "Center for Housing Provision" system), replacing the old akimat-by-akimat process.

Login requires an EDS/ЭЦП (electronic digital signature) — obtainable via egov.kz or a physical Public Service Center (ЦОН, "TsON").

  • Valid EDS (electronic digital signature, ЭЦП) — required to log in and apply via orken.otbasybank.kz; identity, family, and property data are pulled automatically from government databases, not submitted as scanned documents.

  • Independent residential registration (propiska) at an address not owned by a parent or property-owning relative — if registered at a family member's address, the system assumes you're already housed and blocks the application. (The 3-year minimum prior residency rule some cities used to require was abolished specifically for orphans, per PM Olzhas Bektenov, May 2026.)

  • Proof of orphan status — not required as a manual upload in the normal case; cross-checked automatically against the Ministry of Education's Republican Data Bank on orphans. May be requested only if your record isn't found electronically (e.g., older paper-only records, or events that occurred abroad).

  • Certificate confirming absence of other housing — also auto-checked via property registries; manual submission only if a dispute arises (e.g., a contested inherited share).

  • Consent to processing of personal data — confirmed digitally via SMS code (short number 1414); also required separately from any other adult household members listed on the application.

legal rights

  • "Law on the Rights of the Child," Art. 14(2) - orphans and children left without parental care retain the right to housing they already own/use; if they have none, they have a right to receive housing under Kazakhstan's housing legislation.

  • Law "On Housing Relations," 16 April 1997 - legal representatives (guardians, orphanage directors, patronage parents) are obliged to register the child on the housing waiting list within 6 months of the child entering care.

  • Supreme Court ruling that orphans can't be removed from the queue until housed — confirmed verbatim from sud.gov.kz, citing this as an "imperative" provision of Art. 73
